Most audio is in the swf files you can find in C:\Windows\Tours\Help\mmTour, so you can use a tool like JPEXS Flash Decompiler to extract the audio files, however some stuff is embedded directly to tour.exe. So what I did is I searched for the "FWS" magic within tour.exe with a hex editor and knowing the offset for that allowed me to separate the embedded SWF file, which I could then open with a flash decompiler. There were some people on Reddit saying they could extract it from tour.exe with 7-Zip, but that didn't work for me, so I did it manually.
